So basically, this amounts to NAT setting conflicts between players. What are NAT settings? Who the F knows, but I do know how to open it. The chart below shows how connections between players with different NAT settings can affect network performance. You will receive this error code upon a bad connection due to the NAT setting, i.e. strict vs. strict. So follow the three steps below to open your NAT setting and minimize this error.

Step 1: Finding your Network Information.

Open up the command prompt by going to the START menu, then go to RUN (or the search box if your in Vista), and type "cmd".
Type in "ipconfig /all" (there is a space between g and /) in the command prompt and it will bring up information on all the connections on your computer.
Write down IP address, Subnet Mask, and Default Gateway for the connection you are currently using (Local Area Connection 1,2,3 etc.. or Wireless Network Adapter).

Step 2: Configuring your Wii.

You will need to enter a static IP address for your Wii. What this does is ensure that the IP will not change.
On your Wii go to Wii Options, then Wii Settings. Go one screen right to Wii System Settings 2 and select Internet.
Next go to Connection Settings, then Select Connection, and Change Settings.
Then go two screens right to Advanced Settings under the IP Address Settings.
In order to set a static IP just take the IP address of your computer that you found in step one and change the last digit by a few numbers.
Enter the other two values just as you found them in step one.
When you get one that the Wii will connect with write it down and remember it.

Step 3: Configuring your Router.

Go to http://www.portforward.com/english/applications/port_forwarding/Utor/Utorindex.htm for a list of router models and select your router.
Follow the instructions beginning from the part where you open your router settings in the browser.
I recommend opening ALL ports. This way there is no port for the Wii to not be open to.
Use the IP you entered in the Wii as the IP for the open ports.
Also make sure you have UPnP turned on in your settings.
